A retired Director in the Federal Ministry of Education with over 30 years of distinguished public service, Florence Otaru has extensive expertise in national education policy, strategic governance and multi-stakeholder collaboration. She has provided leadership on key national bodies, including the Advisory Council for Federal Unity Colleges and the Governing Council of the Federal University, Lokoja.

She has worked closely with international development partners such as UNICEF, UNESCO and the Global Fund, managing critical national programmes at the intersection of health and education.
